ENVIRONMENTAL CONSULTING SERVICES – NETCO

CTtransit is completing this Request for Proposal on behalf of North East Transportation Co., Inc. (NETCO). NETCO provides public bus and paratransit service in the Greater Waterbury, Meriden and Wallingford areas under contract with the CTDOT. NETCO has a fleet of 93 vehicles for which full preventative maintenance, cleaning and repairs are performed on site. NETCO currently has 137 employees in the following categories; 123 drivers, 20 maintenance and 24 Administrative/Operational. The operating schedule is Monday - Saturday from 3:00 am to 1:30 am and Sunday from 8:30 am to 6:30 pm.

The current facility located at 1717 Thomaston Avenue Waterbury, CT is 45,000 square feet (SF) consisting of 41,000 SF bus storage, maintenance and parking and 4,000 SF administrative/operations. Approximately 40 vehicles are currently being parked outside.

The new facility located at 761 Frost Bridge Road Watertown, CT is 275,945 SF consisting of three floors:

Ground Floor: Employee Parking - 86,405 SF; Pump Room - 8,780 SF

First Floor: Bus Storage – 105,555 SF; Operations – 8,660 SF; Maintenance - 41,150 SF

Second Floor: Administration – 8,910 SF

CTtransit is soliciting Proposals from qualified firms to provide on-going professional Environmental Consultant/Coordinator providing support and overview in any and all aspects of Environmental, Health and Safety Management. The successful Proposer will have extensive experience in permitting, reporting, licensing, training, compliance and safety. The most important objective of this procurement is to insure that NETCO is in full compliance with all local, state and federal regulations.

The balance of this Proposal outlines the purpose and the scope of specifications that CTtransit foresees for the items requested. It is CTtransit’s intention to utilize one (1) qualified Vendor for the items and services requested in this procurement.

Services shall be based on all provisions, conditions, instructions and specifications as outlined in the Proposal. Forms, instructions and specifications are available from the CTtransit website (www.cttransit.com). By completing a onetime registration process on CTtransit’s website, Proposers are able to download the entire procurement package and any Addendums. Proposers may contact Bonnie Sheridan, Purchasing & Contracts Officer at (860) 707-1276 for additional information or assistance with the registration process. Please include company name, address, telephone and fax number, contact name and email address in all requests.

Sealed Proposals should be clearly marked “RFP 31-17 ENVIRONMENTAL CONSULTING SERVICES – NETCO” in capital letters and sent to the attention of Bonnie Sheridan, Purchasing & Contracts Officer at PO Box 66, Hartford, CT 06141-0066 or 100 Leibert Road, Hartford, CT 06120 for hand delivery. Any Proposal received thereafter shall not be considered and will be returned to the Proposer. It is the responsibility of the Proposer to assure that its Proposal arrives at the designated location and person by the specified time stated above.

All Prospective Proposers should be aware if they did not obtain this package from CTtransit’s website we can in no way guarantee you will receive any additional information (Addendums, etc.)

CTtransit has working relationships with the State of Connecticut and First America. Through these relationships we have the advantage of requesting the same pricing afforded on their contracts. CTtransit would expect that pricing, for the services requested, on any State of Connecticut and/or First America contract would be extended through this request for Proposal.

Issuance of the Request for Proposal does not commit CTtransit to award any contract. CTtransit reserves the right to waive any irregularities and formalities, to reject any and all Proposals submitted, to re-advertise and to make contracts in the best interest of CTtransit and/or the Department of Transportation of the State of Connecticut.
